Hugo.lv e-services are available free of charge to every Latvian citizen, resident and guest with the aim of ensuring the accessibility of public administration e-services to all population groups, regardless of their language skills, competences and physical capabilities. So far, no other European country has such a unique project as Hugo.lv, with which Latvia has truly emerged as a leader in the use of European state language technologies in public administration.

The public administration language technology platform was developed with the support of the European Union, in collaboration with the Culture Information Systems Centre (KISC) and the language technology company Tilde.

The WSIS Prize was established with the aim of creating an effective mechanism to internationally evaluate and highlight information and communication technology (ICT) projects and activities that contribute to the sustainable development of various sectors of society. Since its inception, the WSIS Prize competition has attracted more than 300,000 participants worldwide.

According to the United Nations (UN) General Assembly's WSIS Global Review, which aligned the WSIS process and the 2030 Agenda for Sustainable Development, the WSIS Prize has been recognized as a unique global platform to highlight success stories in the use of ICT for sustainable development.

The winners of the WSIS Prize are determined by public vote and will be honored at the WSIS 2025 Project Awards Ceremony, which will take place at the WSIS+20 High-Level Forum in Geneva, Switzerland, on 8 July 2025.
